Russia is on the brink of anarchy and its president is powerless to fight against the famine, inflation, crime, and corruption in the country. The leader of the far-right party, Igor Komarov (Patrick Bergin), is for his part rather satisfied with the chaotic state that prevails. Having won the favor of the proletarian masses by promising them law, order, and prosperity while restoring the country to its fallen glory, Komarov eagerly awaits the next election. What iconic figure of peace will allow for the advent of a new Russia? There is one man capable of saving the situation. This man is Jason Monk (Patrick Swayze) of the CIA, and one of the best secret agents in the world. Monk has read Komarov's top-secret "Black Manifesto," which advocates a return to military dictatorship and ethnic genocide.
