The film follows the bold and often desperate negotiations to avoid another Rwandan-style disaster, this time in the Democratic Republic of Congo (DRC). Focusing on the UN mission, the film cuts between the organization's headquarters and crises on the ground in the DRC. It opens the doors to the Department of Peacekeeping Operations, where experts assess the risk of loss of life and attempt to justify the astronomical cost of missions to donor countries. It accompanies peacekeeping troops in the Congo as the northeast of the country is engulfed in flames and the future of the nation, and indeed Central Africa, hangs in the balance.
